Consortium / Third Party Administrator

Consortium / Third party administrator as defined by U.S Department of Transportation Federal Motor Carrier Safety Administration, means a service agent that provides or coordinates one or more drug and/or alcohol testing services to DOT-regulated employers. C/TPAs typically provide or coordinate the provision of a number of such services and perform administrative tasks concerning the operation of the employers' drug and alcohol testing programs. This term includes, but is not limited to, group of entity, the DOT drug and alcohol testing programs of its members (e.g., having a combined random testing pool). C/ TPAs are not “employers” for purposes of this part.

It is policy for Doctors Clinic Houston to provide these consortium / third party administrator services to each DOT-regulated client. As a C/ TPA, Doctors Clinic Houston will be compliant with the USDOT Federal Motor Carrier rules and regulations.

Randomizer is the software of choice by Doctors Clinic Houston, (for description of software, contact office)

Procedure: MEMBER OF THE CONSORTIUM

Becoming a member of the consortium.

1. A list of employees and demographics as needed by the randomizer software, will be provided to Doctors Clinic Houston with written consent of the employee.
2. Employee and demographics will be entered into the software and selected at random for testing based on the operation of Randomizer Software.

Procedure: SELECTION AND NOTIFICATION

Selection of employee and notification to employer.

1. Once selection of an employee has been made, the employer will be notified via phone, fax or method agreed upon.
2. The selected employee will be notified and referred to Doctors Clinic Houston to perform testing. Testing policy and procedures to Doctors Clinic Houston will apply.
